In Python 3, write a function that takes two arguments, (1) an n x m matrix and (2) a 1 x n matrix, and that multiplies each row by the corresponding index of the scaling matrix. For example, f(A, [3, 10]), would operate on a 2 x m matrix A and multiply each element of the first row by 3 and the second row by 10.
