What are the effects of poor service delivery on local communities?

Let's think of some specific situation: this service delivery could be for example water delivery to the homes or postal services.

If a community is constantly getting bad quality water, or their letters late, they might have to pay extra (for supermarket water, administrative fees) and this might result in this community being poorer.

Water flows along the east coast and across the western tropical pacific towards south america, while they both are directed towards that way,  el niño does not directly affect the southern flow of water along the coast.
