This goes for every place on Earth. When I think of New Orleans I think of: Jazz, Slave and Caribbean culture, Cagion music and foods, swamps, Mardi Gras, and warm weather year round. All of these things have a profound effect on how the people who live there think and behave. That is what "Human and Physical Phenomena" is referring to.
