Explanation:

The Roman Republic had a large Senate composed of many men, from both aristocracy and lower classes, although slaves and women were not included.  Majority vote passed laws, and public debates were often between prestigious, and talented oral speakers. Democracy was an essential part of Roman government until the empire when the Emperor held  majority of the power and the Senate was often overruled.
