In 1864, the CP's construction was slow and a cash crisis occurred in the spring. Things began to look up as additional locomotives
arrived and the government:
O passed the second Pacific Railroad Act which doled out more loans for
construction.
sent in the military under Grenville Dodge to help supervise and
construct the tunnels through the Sierras.
sent Hungarian and Scandinavian immigrant workers who had built the
Baltimore/Ohio railroad in earlier years.
