Why are american citizens partly responsible for the rise of big government and big taxes?

Americans started voting for progressives towards the beginning of the 20th century. This was after sustained intellectual criticism of the American system of individualism and laissez faire. Progressives came up with socially concsious laws that granted the government more powers and ability to tax more for social programs.
