Identify and summarize the constitutional amendment in the bill of rights that gives power to the states

The Bill of Rights was the first ten Amendments in the constitution and the most popular and important Amendments. It mainly protects the people and let them speak and have the right to self preservation. It also tries to limit the Government and let the people in the states in charge. 

The central idea is that the hiv/aids epidemic is serious.
