I have not been selected for a diversity visa twice and now I’m planning to apply for a student visa in Australia. Can I apply? If so, what are the chances of getting a visa?

you can apply for a diversity visa as many times as you want, i think the same goes for student visas, the probability of you getting a student visa is based on your financial stability and the most common reason student visas are rejected is that the government deems you incapable of paying the funds necessary to go to school there, hope it helped and good luck
