How is a proposed statute introduced in most state legislatures? All proposed bills and statutes must always be introduced through the governor’s office.

Voters decide whether a statute should become law by voting for or against it during a regularly scheduled election.

One or more legislators sponsor a bill, which is then considered by a committee of legislators in the House of Representatives or the Senate (depending on the position of the sponsoring legislators).

It is submitted to the president of the Senate in the upper chamber of the legislature by citizen committees.
