This statement is false if there is even one culture that does not have such a word.

Now, some of the human cultures are not integrated into the global culture -and there are even some uncontacted tribes in the Amazon and in the Indian Ocean.

Since Democracy is a system originating in ancient Greece- it  unlikely that they have a word for democracy, at least in the meaning that we use.
