The Rules of committee in the house can limit the amount of time to debate a bill.

Rather than being responsible for specific area of the policy (like other committees), the rules of committees are in charge during legislative process, in which they can limit the amount of time to debate a bill (usually about 40 minutes each)

You can drink laxative, or  do this exercise when you are sitting in the bathroom on the toilet. to relieve  constipation  fast or in about 1 minute, pinch your nose after your usual exhalation. start holding your breath. but do not mouth breath during this just hold your breath.
