National Human Rights Institution  is an independent institution vested with the responsibility to  monitor,  control, regulate and promote human rights.

Individuals and groups have the option of seeking help from non-governmental organizations with programs that help individual victims of human rights abuses seek accountability or restitutions, and/or efforts to deter future violations.

Some of these NGOs provide legal aid to victims of human trafficking or gender-based violence to prosecute their perpetrators.

Explanation:

The concern of Human rights commissions should be  the protection of the vulnerable within the jurisdiction of their state. These protection should be against discrimination or mistreatment, and with the protection of civil liberties and other human rights.

When there are alleged violations of any rights recognized in the law, some other commissions rise up to the challenge to protect it.
