In his discussion of utilitarianism, Rachels gives various public policy examples (e. g. euthanasia, marijuana legalization, etc.) that the theory would allow. As always with utilitarianism, the idea is that doing so would increase happiness. Given this, the discussion question is:

Are there other contemporary public social policies that are not utilitarian in spirit? Namely, are there policies that do not consider the happiness of everyone, equally? Which ones? Explain.

In discussing this, remember that because utilitarianism is all about happiness, the key is to assess all the details of happiness (and just the happiness of some group). Although this can be difficult, anything less is not really assessing anything.
