I believe the answer is:  cut off diplomatic relations with a country.

When a country chooses to do this step, they would order all of their foreign diplomats in the opposition country to come back to the home country and encourage all of their citizens in the opposition country to evacuate as a precaution before the war happened between he two countryy.
