It is most economically and environmentally sound to focus water resource management on:
select one: increasing the efficiency of the way we use water
increasing the water supply
controlling the "mining" of groundwater
cloud seeding and towing icebergs to arid (dry) regions

I believe that we humans can focus on water resource management economically by increasing the efficiency of the way we use it. Instead of a bath, you can take a shower, and when you brush your teeth, you can turn the water off to not waste it. These are all ways that you can help to save water.
