I'm creating a webtoon for a school project, and i have a question. i know that the panel size is 800 (width) px by 1280 (height) px. but can i make it smaller, or is that the requirement? like i want to make a panel that's about 800 width x 400 height, is that alright? (basically my question is can i make my panels smaller than 800 by 1280) 

it mainly depends on what platform you are reading it on, though I would recommend making the panel 800x1280 because that is the one that fits the panel size for each device universally.
