By implication, the law suggests that the ordinary citizens of Ohio, as well as government agencies, ought to buy products made in their own state. The governor of Ohio explained what he thought was the necessity for the law by saying, "We have a lot of unemployment." This makes Ohio different? Every state has a lot of unemployment.
