I would consider this true, as I am a professional artist myself. Stippling, cross-hatching, hatching, and others are used to make the drawing look more realistic. The effect is quite magnificent. Just look at the U.S. dollar bills and you will see this effect on the person, such as andrew jackson, washington, lincoln, etc. The effect is specifically used for three dimensional effects.
