WHO IS DIO? and why do people like him so much?

Dio Brando is a fictional anime character from the popular show, Jojo's Bizzare Adventure, which is popularly known for it's memes. He is famous for the quote "Your first kiss wasnt with Jojo, it was with me, Dio!" People have made memes/edits of his face edited over it. Its suprising that a lot of people like him, as he is the rival of the main character in the series.
