Explanation:

Poverty in simple words is defined as the "individual's or States' inability to achieve the basic needs or maintain a minimum living standard"

However, poverty is a vast term and only inability to get basic needs is not enough to describe the poverty. This is because poverty brings many other miserable conditions for an Individual or society, such as deprivations of basic needs such as water, shelter, food,health facilities, information and education.It may also include lack of money to fulfill the house hold expenses.

For a State, Poverty can be due to multiple factors such as corruption, excessive expenses on military, higher money flow in upper class of society,money laundering, lack of proper government strategies, and lack of resources.

For an individual, the inability to meet the basic living standard can also be due to multiple factors such as illness, accidents, more number of dependents etc.

It is the responsibility of State to make proper measures for minimizing poverty with proper strategies to minimize the notion: Rich getting richer and poor getting poorer. The success of a State is determined primarily by the number of people who are able to get minimum standard of living.
