Can the theory of evolution become a scientific law? why or why not?

a.) no. theories can be refined and improved over time, but cannot become scientific laws.
b.) no. we cannot see evolution occurring therefore it cannot be law.
c.) yes. evolutionary theory can become a law if enough evidence is discovered.
