A theory is a conclusion that multiple people come to as a result of studing multiple experiments and how the hypothesis was either supported or refuted. This data is then formulated into a theory which acts to explain the observed event. KEEP IN MIND THEORIES ARE NOT FACTS

A law is a very solid theory that has seen little to no refuting by any experiments or scientific studies. For a theory to become a law, it must undergo intense studies for many years. However, LAWS ARE STILL NOT FACTS, as nothing in science will ever be proven to be fact. Laws are the closest thing to fact that science will reach.
