This leads to huge outgrowth of water weeds and this actually decreases oxygen content of water in two ways. Firstly, they consume a lot of oxygen dissolved in water. Secondly they block the sunlight entering inside water, thereby preventing photosynthesis from aquatic plants. Thus, the hypoxia exists in water which kills the aquatic animals like fishes etc. This condition can be prevented by application of several other ways like removing the weeds and purifying the water of the ponds etc. Else this will contaminate the whole environment.
