Why doesnt it rain much in east ferris

When it is cold higher up, the water molecules in water vapor come together; the water vapor becomes liquid water, which then falls as rain When the air gets to East Ferris, there is not enough water left in it to fall as rain. East Ferris people use too much water and do not recycle.
