1) The way how this increase in surface area relates to improved brain function: The more surface area increased, the more chances of connection between neutrongs there are. Therefore, there is more possible learning (which  is improved function).

2) According to the hints, I would say that this question is about the small and large intestine. Keep in mind that the the intestines are needed to allow nutrients and water to diffuse into the body (during the process of expelling waste). Also,take into account that the greater the surface area, the faster the absorption will be processed.
