Because of the problem stated ( sediment runoff and pollution) it would need to be taken into account what actually caused the problem. I would assume the pollution is a non point source and would come from the surrounding environment. Sediment runoff is not necessarily  from outside of the estuary but it also would need to be taken into account to help the estuary become healthy again.
