The answer is NEURONS. This is a specialized cell that transmits and receive electrical impulse. It is also the basic building block of the central nervous system. The connections between each neuron is called synapse. Axons are a part of neurons that transmit signals away from  the body or soma. Dendrites on the other hand receive signals from the axons of other neurons. Signals that are transmitted can be an excitatory or inhibitory. If the net impulse is enough to excite the neuron an action potential can be created.
