Compression mainly helps in the redcution of swelling through the narrowing of blood vessels - D.

You wouldn't want for blood to be completely cut off as you would cause ischemia then and very bad consequences could occur if this was maintained a long time (gangrene for example). However, constricting blood flow a bit, reduces swelling and keeps function of the limb to a certain extent.
