1) It looks this way because the pollution and human activities have affected it badly. This has caused a while in the ozone.

2) It is important to protect the ozone because the ozone does not allow the sun's ultraviolet radiations to pass through the earth's surface . These radiations are harmful for all living organisms. Moreover it maintains earth's temperature by reflecting sun's rays.
