i have decided to start a catch and release spay and neuter program. although building a shelter would have removed 1,600 strays from the streets, the overall costs were just too high. the trap, neuter, release program is often funded by grants or by individuals who bring in stray animals for spaying or neutering. this will also to limit the number of strays on the streets as the population won't continue to increase.
