Consider a committee consisting of a Chair and 4 other members. Any measure before the committee can be approved with the support of a majority (3) of the regular members. Only in the event of a tie among the members does the Chair vote. Modeling this as a cooperative game, v, in which v(S)=1 if S (with or without the Chair) can pass a measure and v(S)=0 otherwise, find the Shapley value of the game and interpret it as a measure of the power of the members and of the Chair. Contrast your answer to the case in which the committee has 5 regular members. (Hint: For each person, determine how many cases are there in which that person’s marginal contribution to those preceding it is 1.)
