The lewis structure of H2O looks sort of like this (i is an electron):

We know this because H2O has 8 valence electrons total (2, one from each H + 6 from O). If you count up the electrons in the lewis structure, you have 8.

The VSPER sketch looks like the attached photo. We know this because there are two electron pairs and two bonds, which gives us the molecular shape tetrahedral.

We know the molecule is polar because it's not symmetrical in every way. The H's are slightly positive because the O's are more electronegative and pull the electrons in the bonds toward them.
