I think the correct answer is C. Neutrons do not affect how atoms bond due to their neutral charge which makes it so that they don't affect the movement of electrons at all (chemical reactions occur when electrons are transferred/shared). Neutrons due however have a mass similar to that of a proton which means they contribute to the mass of the atom.
