Your arm and leg muscles become temporarily paralyzed, which prevents you from acting out your dreams and dreams  this most commonly occur in REM SLEEP which is the deep sleep.  Sleepwalking (somnambulism) most often occurs during deep, non-REM sleep (called N3 sleep) early in the night therefore, when you are dreaming you are in deep sleep thus you are temporarily paralyzed making you unable to walk or act out.
