each letter is a unit of measurement, and it's prefix represents how much. For example: CM or centimeter. It's prefix is centi which represents 100. This shows how many times you need to move the decimal to the right or left.

In order to determine if the decimal is moving left or right, you need to know which is the higher number. For example, mL to L. A liter is bigger than a milliliter, so would have to move the decimal to the left. If the starting number is bigger, for example L to mL, you move the decimal to the right.
