higher temperature but less thermal energy than a large cold object.

In other words, a small object can have a high average thermal energy, and therefore a high temperature, but since the object is smaller, the magnitude of thermal energy present in the object is by default less than that in the larger object.  As the passage indicates, every object has thermal energy.  So, despite the fact that the larger object is colder, it still has a greater thermal energy due to the number of molecules that comprise the larger object.
