Explanation:

If you create laws (assuming that these laws will be enforced properly), people will do less to harm the environment because there will be consequences. If you choose Option 2- Clean-ups, there is no way you can pick up every single piece of trash or completely rid the Earth of pollution. Just because you are cleaning doesn't mean that factories will stop making pollution, people will stop littering, and climate change will stop. Both options need to be done together but if that is not possible, the first option is more effective.
