What made politics in the gilded age extremely over 50% voter so often corrupt and unconcerned with issues?

While the Gilded Age was very active in terms of political voting turn out from the public, this was not by virtue of a purely innocent act. Political parties managed to get large voter turnouts because they would use corruption as a bargaining tool. They would give out jobs to people in return for their votes.
