Take 2 identical bowls filled with water. shine a spotlight on one and place one away from the spotlight in the same room. which shows higher evaporation and why?

The water in the bowl on which light is focused evaporate quickly because light gives out heat which speeds up the process of evaporation :)

The bowl which is kept in the the spot light will have more evaporation as the spot light produce heat and because of heat evaporation takes place. 

If the water vapor content stays the same and the temperature drops, then the relative humidity increases. its vise versa.if the water vapor content stats the same and the temperature rises, the relative humidity decreases. so, yes, i'd say that temperature and humidity have a strong relationship.
