When measuring volume, the unit that you use in your measurement is usually determined by the substance you want to measure and the quantity of that substance that is available. 
Liter is usually used when the substance you want to measure is much in quantity. Drinks for instance are usually sold in liters.

The basic unit of volume is cubic meter [m^3]; it refers to the volume of a cube which has edges which are one meter in length.

Therefore, generally the SI unit of volume is CUBIC METER.
