Answer you have a max you can skip with the line and if not just when there is 10-20 seconds left press next and it works

Start the video. This works better on slightly longer videos. Click refresh. It may ask you to confirm, so hit continue. Immediately after click the home button until you get back to the home screen. From there, click "Next Activity". You should be able to skip the video. if not, wait until about 30 seconds before the video ends, then click the little right arrow and it should skip.
