There is no straight answer to this question because the type and extent of spamming vary from person to person.  

To use the latest LinkedIn automation tools properly, you need to have the right approach and a well-thought strategy at hand. However, there are people who use these tools to send thousands of spammy and promotional messages to random people.  

They send them irrelevant messages with no value in them.  

When you send wrong messages to the wrong audience, it creates spam and LinkedIn takes action against you.    

LinkedIn has always been very active against spammers. In 2014, it deleted millions of fake accounts that were creating spam on this platform.
