States by the federal government in order to combat abuse and corruption on government projects, might have been good at blocking or
discouraging unethical practices, but it was also good at blocking project teams from reaching their full potential and developing innovative
solutions. The cure for the ills of the design-build process was higher professional standards industry-wide, not to stick a bidding step through
the middle of the process and leave construction projects to manage themselves.
