Well, this depends on what position you are trying to take. I would personally take on the position of being for tattoos. I would say:
-Tattoos are a freedom of expression and everyone should be allowed to do as they feel with THEIR body
-Not all tattoos have art that seems intimidating. In fact, I've seen some cool tattoos that spark up a great conversation.
-Unless there is a correlation between attention span and tattoos, I don't see what is wrong with it.

Of course, if the tattoo has vulgar content, it should be covered but tattoos should not be a factor in determining your success in your education. I have some really smart friends who have tattoos and they don't seem to create "atmospheres of intimidation".

If you stick to this point of view, I would give examples for your perspective to reinforce why you feel this way.

As a person whom has tattoos and piercings,
i find them to not be distracting only because i don’t show them off. however, if a person were to constantly show other their tattoos and or piercings i can totally see how they could be distracting. but i feel that they are not intimidating in any ways because, it’s their body for one and two, they could be bullies for it. so it could not only be an example of intimidation or bullying towards the person whom has tattoos and piercings. therefore i only agree to half of the school system for wanting them not visible only to protect the well being of their students. but i don’t because tattoos and piercings are a way to express ones feelings and or life stories.
