How can unjust treatment develop a country's problem.

For instance, the national forest service trys to keep our forests safe, but the way they do it, only makes the forests the opposite of safe. so it ends up making it easier for fires to spread and destroy more forests. so this sould show America that we need to find a way to help save the forests the right way by clearing unessisarie bushes and trimming trees to help stop fires from spreading instead the national forest services do it the unjust way.
