In "Why, You Reckon", the stranger knows that the narrator is hungry too because he saw him on the charity trying to get some food. This short story is set in Harlem during the Depression years, so it was likely that both of them were hungry and the stranger would assume the narrator was.

The central tone of the story is ironic. While the setting, in Harlem during the peak of the Depression could mark a grave tone, once the characters drag the white guy to the basement where they rob him the tone is clearly ironic.
