A good city would depend on the rate of livability.  Livability is an assessment of what a place is like to live in, using particular criteria. for example, environmental quality, crime and safety, education and health provision, access to shops and services, recreational facilities and cultural activities. One factor is the social livability these are, Education , Safety, Crime Rates, Recreation, health care and hygiene. Other factors include economic and environmental factors. Having all fo this in one city would make a great and livable city
