Antony has given the crown three times to Caesar but he has always rejected it. This has been noticed by Casca. Casca interpretes this as weak sympton of Caesar's: he is not ready for power. The crow, in fact, reflects power ,because when Caesar tried it on, people cheered and backed him up. However, he has decided not to become king.
