When students don´t do collaboration center properly, it discourages others to do it and teachers getting mad, which then is negative, even for the students who do collaboration center properly.  A potential solution for this problem could be an award system.  Perhaps after a semester of doing collaboration center properly, a student could earn a free lunch.
