i was angry with my friend:

i told my wrath, my wrath did end.

i was angry with my foe:

i told it not, my wrath did grow.

and i water’d it in fears,

the tree in blake’s poem can be interpreted as an allusion to the tree of the knowledge of good and evil in the bible. defying god's command, adam and eve eat from the tree, and in return god expels them from the garden of eden.

 It is always possible for one  to decide what is good and what is evil, and like in the the Garden of Eden, people have power to choose. But the evil intentions are behid the evil choices which bring bad fruit, or bad results. The speaker kept the wrath inside, it poisoned him, then he was deceiful, alluring his foe, and finally was glad seeing his foe dead.
